Gulf Response Alliance Brings Together over 500 Gulf Coast Leaders in Emergency Preparedness, Response, and Recovery

The inaugural Gulf Response Alliance (GRA) conference hosted over 500 emergency response professionals, government agencies, environmental organizations, wildlife experts, academic institutions, and industry leaders on September 28-30 in Austin, Texas. Todd Staples, President of Texas Oil and Gas Association (TXOGA), delivered the keynote address, setting the stage for three days of training, live demonstrations, and workshops dedicated to Gulf Coast preparedness, collaboration, and environmental stewardship.

The Oceans and Wildlife Institute (OWI), along with the Texas General Land Office Oil Spill Prevention and Response Program, the Louisiana Oil Spill Coordinator’s Office, and the Spill Control Association of America co-sponsored GRA with the shared mission of safeguarding one of America’s most important natural and economic resources. Together, these organizations represent the public, private, environmental, and emergency response sectors responsible for protecting the Gulf Coast’s people, wildlife, waterways, and economic infrastructure.

“We are all in this together,” said Todd Staples, President of TXOGA. “There is one Gulf Coast, there is one United States of America, and there is one planet. Each of us have a responsibility.”

GRA attendees participated in demonstrations and workshops focused on strengthening emergency preparedness, response coordination, and operational readiness. Demonstrations covered a range of response scenarios, from offshore equipment deployment to wildlife response reconnaissance, recovery, rehabilitation, and release. The “Wildlife Response: Recon, Recovery, Rehabilitation, and Release” session featured a mobile wildlife rehabilitation and decontamination exhibit, offering attendees an up-close look at the equipment, processes, and specialized expertise required for successful wildlife response operations. The session opened with an overview of oil spill response roles in Texas and Louisiana, best practices for marine mammal recovery and avian influenza response, and the essential tools used in wildlife response efforts. Attendees heard updates from key state and federal regulatory agencies, including the U.S. Environmental Protection Agency (EPA), whose participation marked a significant milestone for the session. The EPA provided an update for the first time in several years, offering attendees a valuable opportunity to hear directly from the agency.

Additional participating agencies included the Mississippi Department of Environmental Quality, Marine Minerals Administration (formerly the Bureau of Safety and Environmental Enforcement), National Oceanic and Atmospheric Administration, U.S. Coast Guard, Texas Commission on Environmental Quality, and Railroad Commission of Texas.

Additional workshops explored crisis communications, simplified planning and initial response tactics, and responder resilience, including strategies to support the mental health and well-being of emergency responders. An on-water spill equipment demonstration further showcased industry- and government- recognized best practices for shallow-water spill response, giving participants the opportunity to see equipment and response techniques applied in-person.

“Effective emergency response depends on the ability of all agency, organizations, and industry partners to work together,” said Jesse Gilbert, President and CEO of OWI. “GRA brings these experts together to share knowledge, explore emerging technologies, and strengthen the practices and partnerships that allow us to respond more effectively when it matters most.”

GRA attendees collaborated across organizations and agencies, strengthening communication, sharing best practices, and building relationships that are essential for effective and safe emergency response. OWI extends its sincere appreciation to the GRA Steering Committee, sponsors, agency partners, and exhibitors whose expertise, support, and collaboration brought this inaugural summit to life. Together, these partnerships build a more prepared, connected, and resilient Gulf Coast response community. The GRA Steering Committee looks forward to announcing more details about the second GRA conference, to be held in Louisiana in 2028, continuing to strengthen relationships and skills among leaders in incident response and preparedness.
